FCHMODAT_INLINE, FCHOWNAT_INLINE and STATAT_INLINE, to avoid
failing on gnulib's own lib/{chmod,chown,stat}at.c files.
With this change, running "make sc_maint" in gnulib's top-level
directory now passes for me.
