c-strtod: when ENDPTR is non-NULL, set *ENDPTR in new failure path

* lib/c-strtod.c (C_STRTOD) [LC_ALL_MASKC]: Ensure that when
ENDPTR is non-NULL, *ENDPTR is set to NPTR upon failure.
