announce-gen: use a better key-server host name

* build-aux/announce-gen (main): Recommend keys.gnupg.net, since
it may be more consistently reliable.  Suggested by Werner Koch
in <http://thread.gmane.org/gmane.comp.lib.gnulib.bugs/13717>.
