fileblocks: Move AC_LIBOBJ invocations to module description.

* m4/fileblocks.m4 (gl_FILEBLOCKS): Move AC_LIBOBJ and
gl_PREREQ_FILEBLOCKS invocations from here...
* modules/fileblocks (configure.ac): ... to here.
